A closeup of John Greenwood’s card reveals his status as that of an I.W. —Intermarried white

The status of being inter-married citizens was not extended to “states” Negroes who married Freedmen.  Only whites who married those designated as Cherokee By Blood were given citizenship, and thus received land allotments.
The parents of Inter-married citizens are also listed on the card.  In this case the parents of John Greenwood were T.P. Greenwood and Katie Greenwood.
